Can you sell annuities to private investors, or do they need a license?

Can you answer The Bulk’s question about Annuities?:

Lets say I know a private investor who wants to buy my annuity or structured settlement, do we need lawyers involved in this, or do you need some kind of license to deal in these kinds of things.

Like do employees for a firm like JG wentworth need some kind of license for their dealings.

    Annuities Feedback: well in order to prevent abuse, the law requires that an attorney go in to court and declare that a lump sum is in the interest of the person getting the payments.

    That leaves the attorneys free to abuse us without competition.

    Annuities Feedback: This would definitely based on the type of annuity, whether a trust/corporation/or individual owns said annuity AND what state you are talking about.
